The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Field Artillery) Carroll D. Harrod (ASN: 0-1178179), United States Army, for gallantry in action while serving with Headquarters, 49th Field Artillery Battalion, 7th Infantry Division, in action against the enemy in the vicinity of Hoengsong, Korea, on 12 February 1951. On this date, when the enemy had penetrated to a point where heavy small arms fire was being exchanged on all four sides of his position, Captain Harrod quickly organized his party into a defensive perimeter (one record suggests there were a total of 13 men). In the early morning hours a force of about two platoons attacked the artillerymen’s small perimeter. During the attack, Captain Harrod and three of his men were wounded by grenade fragments. Disregarding his personal wounds, Captain Harrod remained in command and repulsed the numerically superior enemy force, killing five and wounding many more. After the enemy had been forced to withdraw, he reorganized his perimeter and rendered first aid to the wounded. At approximately 0630 hours, an unidentified company-size force approached his position. Exploiting the possibility that the approaching force might be friendly ROK Army troops, he sent one of his men forward to investigate. By the time positive identification could be made, the approaching enemy force was upon his position. Quickly determining all possibilities and eventualities, Captain Harrod ordered his troops to hold their fire. When he realized that the ammunition supply was practically exhausted and that all avenues of escape were cut, Captain Harrod, to prevent the further suffering of his men, surrendered to the enemy. He later escaped from the enemy and made his way to friendly lines. The gallantry displayed by Captain Harrod on this occasion was an inspiration to his men and reflects great credit on himself and the military service.
