(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain Jacques Louis Sylvan Andre, Army of France, for extraordinary heroism in connection with military operations against an armed enemy while serving with the 3d Colonial Regiment d’Afrique, 1st French Armored Division, French Army, in action against enemy forces in France, from 16 August 1944 to 14 September 1944. Captain Andre’s outstanding accomplishments, personal bravery and zealous devotion to duty exemplify the highest traditions of the Armed Forces of the Allied Nations.
