The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross to Colonel (Air Corps) Theodore Ross Milton (ASN: 0-23307), United States Army Air Forces, for extraordinary achievement while participating in aerial flight while serving as Air Commander of bombardment formations composed of B-17 aircraft of the EIGHTH Air Force on bombing missions over enemy territory on 30 October 1944, 8 November 1944, 2 December 1944, and 3 January 1945 and 14 April 1945. In the performance of these operations Colonel Milton exhibited exemplary leadership and devotion to duty. The exceptional manner in which this officer executed assigned tasks in the face of hazardous opposition from the enemy contributed materially to the effective bombardment of enemy installations. The courage, coolness and skill displayed by Colonel Milton on these occasions reflect the highest credit upon himself and the Armed Forces of the United States.
