Headquarters, EIGHTH U.S. Army, Korea, General Orders No. 270 (May 4, 1951)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Major Daniel Francis Rooks (ASN: 0-379979), United States Army, for gallantry in action while serving with 8202nd Army Unit, , , Korean Military Assistance Group (KMAG), in action against the enemy in action near Hoengsong, Korea. On 11 February 1951, the 21st Regiment, 8th Republic of Korea Division, was attacking along the Hoengsong-Hongchon road when it encountered a counter-attacking force composed of elements of two Chinese divisions. Major Rooks, Senior United States Advisor to the 3d Battalion of the 21st Regiment, immediately went to the front to aid and assist in the deployment of the battalion. With complete disregard for his personal safety, he moved across fire-swept areas from position to position, giving encouragement to the battalion leaders and men. When the battalion lines broke under the preponderant strength of the enemy attack, Major Rooks withdrew to the rear and established a straggler point in the vicinity of the command post of an adjacent friendly unit. Organizing the stragglers into a defensive force, Major Rooks, in the absence of Korean leaders, personally deployed his group in defensive positions which they were able to maintain throughout the night. At daylight on 12 February, the enemy-occupied high ground overlooking the positions of Major Rooks’ group and, delivering a tremendous volume of fire on the friendly positions, forced the group to withdraw. Reorganizing his group after the withdrawal, Major Rooks led them in an assault to regain their previous positions, successfully driving the enemy from the area. The aggressive leadership, courage and devotion to duty displayed by Major Rooks reflect great credit on himself and the military service.
