(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Colonel (Infantry) Lionel Charles McGarr (ASN: 0-17225), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of 30th Infantry Regiment, 3d Infantry Division, in action against enemy forces near Besanon, France on 6 September 1944. Colonel McGarr assumed command of a point squad that was leading a battalion assault. His outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 3d Infantry Division, and the United States Army.
