The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Robert C. Kelly (ASN: 0-1319959), United States Army, for conspicuous gallantry and intrepidity in action against the enemy while commanding a Rifle Platoon of the 349th Infantry Regiment, 88th Infantry Division, in action against an armed enemy on 23 May 1944, in Italy. First Lieutenant Kelly attacked enemy forces of unknown strength dug in on Hill 650. German positions on the crest of the hill gave them commanding height and excellent observation. With his platoon formed in a skirmish line, he led them in their attack by fire and movement. The enemy opened fire at 500 yards range and observed heavy mortar fire and machine guns and rifles cut down seven of his men as he advanced. Unhesitatingly and courageously he continued his attack, personally leading his platoon in its unfaltering advance. Clambering over the rocks, they laid heavy fire on the German positions. Even though under incessant and murderous enemy fire as he advanced, he was always in the lead, heroically exposing himself and inspiring his men to follow their courageous and intrepid leader. Assaulting and driving the enemy from the crest, his platoon killed approximately 45 Germans, including their captain, and wounded an unknown number and captured two enemy radios. This action enabled the entire regiment to advance without resistance for over 10,000 meters as proved the following day. His aggressive action and courage in the face of enemy fire and his dynamic, heroic leadership were an inspiration to his men and have won the admiration of all who know him. First Lieutenant Kelly’s gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

Captain Kelly’s outstanding leadership, personal bravery and zealous devotion to duty at the cost of his life, exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 88th Infantry Division, and the United States Army.
