The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Hugh John Casey (ASN: 0-9298), United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Chief Engineer, U.S. Army Forces Far East, in the Philippine Islands, from 1941 to 1942. General Casey planned a comprehensive construction program in the Philippine Islands and originated, supervised, and in many cases personally carried out a program of demolition of rail and road communications and facilities of use to the enemy, which delayed greatly the advance of the hostile force and deprived them of valuable installation. He also supervised the construction of reserve positions on Bataan Peninsula including airfields, and construction of a system of roads and trails through mountainous jungle terrain. The singularly distinctive accomplishments of General Casey and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Army.
