    The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Carl F. Heim, Jr. (NSN: 0-379107), United States Naval Reserve, for extraordinary heroism in operations against the enemy while serving as Pilot of a carrier-based bomber aircraft of Bombing Squadron NINETY-FOUR (VB-94), during a coordinated attack against major units of the Japanese Fleet dispersed among the islands of the Inland Sea, Japan, on 28 July 1945. In this action in which he attacked an enemy battleship, he skillfully and courageously piloted his aircraft in the face of intense enemy anti-aircraft fire from enemy warships and ground installations and scored a direct hit which contributed materially to the vital damaging of this vessel. His skill and courage were at all times in keeping with the highest traditions of the United States Naval Service.
