The President of the United States of America takes pride in presenting the Navy Cross (Posthumously) to Radioman Second Class William Henry Harrison (NSN: 0-6543584), United States Naval Reserve, for extraordinary heroism in action during an enemy air attack on the Submarine Chaser SC SIX HUNDRED NINETY-NINE (SC-699), at Biak, Dutch New Guinea, on 27 May 1944. In the face of an enemy plane attempting a suicide dive directed toward his ship, he remained at his battle station and continued to fire until the plane crashed into the ship at his gun. His courage and devotion to duty at the cost of his life were in keeping with the highest traditions of the United States Naval Service.
