Willis (ASN: 0-1165055), United States Army, for heroism not involving actual conflict with an enemy of the United States while serving with Headquarters, 33d Field Artillery Battalion, 1st Infantry Division, in action in Normandy, France, on 6 June 1944. The exemplary courage and heroism displayed by First Lieutenant Willis reflect great credit upon himself and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Field Artillery) Ulysses S. Willis (ASN: 0-1165055), United States Army, for gallantry in action while serving with Battery B, 33d Field Artillery Battalion, 1st Infantry Division, in action against the enemy at Djebel Murdjadjo, Algeria, 10 November 1942. During the Oran Offensive, Lieutenant Willis, acting as artillery observer, remained in the open under heavy enemy fire so that he could conduct and observe fire upon an enemy battery which had been delaying the attack of the 3d Battalion, 26th Infantry Regiment. As a result of Lieutenant Willis’ courage and coolness under fire, his battery effectively neutralized the enemy battery. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
