    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Field Artillery) William E. Waters (ASN: 0-14700), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States with the Division Artillery, 1st Infantry Division, in the European Theater of Operations from 1944 to 1945. The singularly distinctive accomplishments of Colonel Waters and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Colonel (Field Artillery) William E. Waters (ASN: 0-14700), United States Army, for gallantry in action while serving with the Division Artillery, 1st Infantry Division, in action against the enemy in the Mediterranean Theater of Operations in 1943. During an attack a portion of our advancing infantry came under concentrated artillery, mortar and small arms fire and was stopped. Communications were disrupted and the situation became acute. Colonel Waters went forward through heavy artillery fire to visit the infantry and artillery command posts and obtain personal knowledge of the situation. His sound judgment, instant appreciation of the difficulties, and thorough understanding of the mechanics of artillery support enabled him to take prompt and decisive action. His suggestions and orders resulted in bringing the needed artillery support at the critical moment and enabled the Division to resume its advance. His coolness, leadership and example were directly responsible for the success of our arms and were an inspiration to all who participated. Colonel Waters’ gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
