The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (Corps of Engineers) Henry C. Rowland, Jr. (ASN: 0-20940), United States Army, for gallantry in action while serving with Headquarters, 1st Engineer Combat Battalion, 1st Infantry Division, in action against the enemy in North Africa, during the period from January to April 1943. While under heavy enemy artillery fire and intense air bombardment, Colonel Rowland personally organized the scattered units under his command and skillfully coordinated their subsequent movement into the line. His courage and superior leadership during a heavy offensive inspired the officers and men of his command and contributed to the successful accomplishment of their mission. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
