The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to First Lieutenant (Field Artillery) Charles E. Roman (ASN: 6852970), United States Army, for gallantry in action while serving with Headquarters, 32d Field Artillery Battalion, 1st Infantry Division, in action against the enemy in Flanders, France, on 29 August 1944. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant Charles E. Roman (ASN: 6852970), United States Army, for gallantry in action while serving with the Medical Detachment, 32d Field Artillery Battalion, 1st Infantry Division, in action against the enemy in North Africa, during the period from January to April 1943. When a medical detachment had been immobilized by enemy fire, Sergeant Roman organized a group of soldiers as litter bearers and throughout several hours of concentrated enemy artillery fire direct the successful evacuation of the wounded. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
