The Secretary of the Army of the United States of America takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Army Commendation Medal to Specialist Philip A. Dobner, United States Army, for meritorious service during combat operations against an enemy of the United States from 24 February 1991 to 28 February 1991, as part of Operation DESERT STORM. Specialist Dobner contributed immeasurably to the success of the unit mission during combat air assault operations in Iraq. His extreme professionalism and soldierly service are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, the 101st Airborne Division (Air Assault), and the United States Army.
