The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Major (Infantry) Edmund R. Walker, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 15 June to 1 November 1943. Major Walker was Chief of the Supply Section, G-4, FIFTH Army. He drew up the basic supply plans for the invasion of Italy. He was charged with completion of requisitions from Army supply services that set up the supplies for the initial and follow-up convoys for all United States troops scheduled to be in Italy by 1 December. His plan for the original assault, because of its flexibility, was expanded to cover additional large forces allotted to the FIFTH Army just before the invasion and further forces ordered into Italy in the early stages of combat. His plan for essential and reserve supplies enabled the United States forces to be continually supplied even though two ships were sunk and a storm made unloading impossible for two days. The singularly distinctive accomplishments of Major Walker and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army.
