The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Infantry) Lawrence J. Phelan (ASN: 0-1298430), United States Army, for gallantry in action while serving with the 26th Infantry Regiment, 1st Infantry Division, in action against the enemy in Sicily, on or about 18 July 1943. When lack of ammunition compelled Lieutenant Phelan to withdraw his platoon in the face of a savage enemy counterattack, he refused to leave his position until certain all his men had withdrawn safely. His courage in remaining in this area resulted in his being reported missing in action. Lieutenant Phelan’s gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
