The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Roger L. Offen, Jr. (ASN: 0-361632), United States Army, for gallantry in action while serving with Division Artillery, 1st Infantry Division, in action against the enemy in North Africa in November 1943. During an attack by enemy armored and supporting infantry units, the wire communications became disrupted and it was necessary to establish a radio relay post. Lieutenant Offen, with disregard for his own safety, selected the site, set up and assisted in operation of the station, during which time he was subjected to several severe bombing attacks and artillery concentrations. His example of leadership had a marked effect on the men who on that date had one of the most difficult communications problems encountered in the entire campaign. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
