The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Captain Philip J. Preen, United States Air Force, for heroism involving voluntary risk of life at Sacred Falls State Park, Hawaii, on 9 May 1999. On that date, Captain Preen was hiking to the popular tropical waterfall area when he encountered an injured couple coming down the trail who told him a landslide had just occurred and numerous people were either killed or severely injured. Without hesitation and with complete disregard for his own safety, Captain Preen rushed to the fall’s area to see what assistance he could provide to the injured. Despite the hazard of large rocks and debris that continued to fall from the steep ledges surrounding Sacred Falls, he unhesitatingly entered the area to move victims to safe areas, administer first aid to several critically injured victims, and later carried injured victims to the helicopter pickup point. While eight people were killed and dozens of others injured as a result of the landslide, the quick action by Captain Preen undoubtedly prevented a higher death count. The exemplary courage and heroism displayed by Captain Preet reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
