    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral John Remey Wadleigh (NSN: 78841/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Deputy Director, Defense Communications Agency from July 1965 to November 1966, and as Assistant Deputy Director for Defense Communications Systems Operations from November 1966 to September 1967. Through his inspiring leadership, exceptional managerial skill, and resourceful and tireless efforts to attain the ultimate in customer satisfaction and service, Rear Admiral Wadleigh significantly contributed to advancing the quantity and quality of communications support provided by the Defense Communications System throughout the world, thereby enhancing the Defense Communications Agency’s stature throughout the Department of Defense and in high offices of the Federal Government. His dynamic approach to problem areas, and his sound judgment and keen intellect have been an asset to the Defense Communications Agency in identifying problem areas and providing for their rapid resolution. Rear Admiral Wadleigh’s service to the Joint Chiefs of Staff, the various Commanders-in-Chief, and the Military Departments has proven highly beneficial to the national posture. He has distinguished himself to the National Command Authorities and the President of the United States in times of urgent need for communication services by providing for these services in a highly commendable manner. Rear Admiral Wadleigh’s distinctive accomplishments reflect great credit upon himself and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral John Remey Wadleigh (NSN: 78841/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Training Command, United States Atlantic Fleet from June 1969 through June 1971. Rear Admiral Wadleigh maintained an outstanding level of performance in the Training Command during a period of rapidly changing training requirements generated by the introduction into the Fleet of new and sophisticated ships, weapon and sonar systems, and electronics developments. By his practical analysis of problems and unerring judgment and foresight, he contributed in large measure to the effectiveness of the United States Navy and to the readiness of the Atlantic Fleet to support national policies. He provided outstanding leadership in an era in which the Navy is striving to enhance its image and to elevate the prestige of its personnel. Rear Admiral Wadleigh’s exceptional professional competence, distinctive accomplishments and inspiring devotion to duty reflected great credit upon himself and the Atlantic Command, and were in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral John Remey Wadleigh (NSN: 78841/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from October 1967 to August 1q969 as Commander Cruiser-Destroyer Flotilla FOUR, with additional duties as the Force Commander’s Representative in the Norfolk, Virginia, area. An exceptionally competent and resourceful leader, Rear Admiral Wadleigh was responsible for and directly and effectively ministered to the overall readiness of all Norfolk-based cruisers, destroyers, command ships, and destroyer tenders of the Atlantic Fleet. From April to August 1968, he also served as Commander Cruiser-Destroyer Flotilla TWELVE, additionally assuming similar responsibilities for Cruiser-Destroyer Force ships based in Mayport, Florida. Recognizing the need for special administrative and operational inspection requirements for the National Emergency Command Post Afloat (NECPA) command ships, Rear Admiral Wadleigh undertook the development of vastly improved procedures relating to the mission peculiarities of these ships. As a direct result of his efforts, the administrative and operational readiness and security of NECPA command ships were significantly enhanced. Rear Admiral Wadleigh also initiated the establishment of a central communications office for the Cruiser-Destroyer Force units in-port Norfolk, and the concept is now being implemented in other Cruiser-Destroyer homeports. The effect of his initiative was both dramatic and broad in scope; radiomen previously tied to routine duties have been freed to perform other vital training and maintenance functions. Additionally, Rear Admiral Wadleigh took the lead in recommending and conducting surprise Navy Technical Proficiency Inspections as a means of assuring nuclear weapons safety and readiness. By his outstanding leadership, consistently sound judgment, exceptional professional ability, and inspiring devotion to duty, Rear Admiral Wadleigh upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant John Remey Wadleigh (NSN: 78841/1100), United States Navy, for conspicuous gallantry and intrepidity as Aide and Flag Lieutenant on the Staff of Commander Cruisers, Task Force SIXTEEN, during the period 4 July 1942 to 14 January 1943. While serving in a position of definite responsibility aboard various flagships of the United States Pacific Fleet in advanced combat areas, Lieutenant Wadleigh, by his heroic devotion to duty and cool proficiency under fire, contributed materially to the success of the many actions in which he participated. His exemplary conduct throughout this period was at all times in keeping with the highest traditions of the United States Naval Service.
