The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Charles Maurice Sugarman (NSN: 0-71401), United States Navy, for conspicuous gallantry and intrepidity as Operations Officer on the Staff of Commander, Cruisers, Task Force SIXTEEN, during the period from 4 July 1942 to 14 January 1943. While serving in a position of definite responsibility aboard various flagships of the United States Pacific Fleet in advanced combat areas, Lieutenant Commander Sugarman, by his heroic devotion to duty and cool proficiency under fire, contributed materially to the success of the many actions in which he participated. His exemplary conduct throughout this period was at all times in keeping with the highest traditions of the United States Naval Service.
