    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Charles Hubert Smith (NSN: 0-71332), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. JOHN D. HENLEY (DD-553), from May 1944 to June 1945. From May to November 1944, the JOHN D. HENLEY supported the assault and occupation of Saipan, Guam, Tinian, and Palau. She operated with the Fast Carrier Task Force in November and December, making air strikes on the Philippines. During the Iwo Jima Campaign, the JOHN D. HENLEY furnished fire support for the assault and occupation by our troops. The JOHN D. HENLEY screened the CVE’s supporting the assault and occupation of Okinawa. Throughout this long period of hazardous duty, the courage and professional skill exhibited by Commander Smith contributed materially to the success of these operations. His conduct and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
