The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Roy Clinton Smallwood, Jr. (NSN: 0-85292), United States Navy, for conspicuous gallantry and intrepidity as Assistant Approach Officer of the U.S.S. PETO (SS-265), during the SEVENTH War Patrol of that Submarine in enemy Japanese waters, from 23 October to 6 December 1944. Assisting his Commanding Officer in conducting attacks by his judgment and thorough knowledge of attack problems, Lieutenant Commander Smallwood contributed materially to the sinking of enemy vessels totaling more than 27,000 tons and to the infliction of damage on an additional 3,000 tons of shipping, aiding greatly in the successful operation of his ship. His skill, courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
