    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander [then Lieutenant Commander] Vincent Ambrose Sisler, Jr. (NSN: 74970), United States Navy, for gallantry and intrepidity in action in the performance of his duties as Engineer and Diving Officer of the U.S.S. SAILFISH (SS-192) during the first THREE War Patrols in enemy waters from 8 December 1941 to 19 March 1942. His outstanding ability, leadership, and supervision of engineering personnel in the upkeep and operation of engineering equipment, and his exceptional skill and efficiency as Diving Officer assisted his Commanding Officer considerably in the execution of successful attacks which resulted in the sinking of an enemy destroyer of 1,400 tons, and damaging of a light cruiser of 5,200 tons and an aircraft carrier of 26,900 tons. His high devotion to duty contributed much to the success of his ship in evading strong enemy countermeasures encountered, and in returning to port safely. His conduct throughout was an inspiration to the officers and men in his ship, and were in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Vincent Ambrose Sisler, Jr. (NSN: 74970), United States Navy, for gallantry and intrepidity in action as Commanding Officer of the U.S.S. S-28 (SS-133), during the SEVENTH War Patrol of that Submarine in waters, the control of which is now being contested, during the period from 8 September 1943 to 14 October 1943. By his courage, skill and determination he aggressively attacked and delivered torpedo attacks against enemy shipping which resulted in the sinking of one enemy freighter of 4,000 tons. On another occasion after an unsuccessful attack in very shallow water during which his ship grounded, he exercised excellent judgment and outstanding seamanship to extricate his ship from a dangerous position and avoid severe damage from enemy counter-attacks. His skillful and successful accomplishment of this patrol was an example of exceptional fortitude and ability. His conduct throughout was an inspiration to his officers and men and was in keeping with the highest traditions of the United States Naval Service.
