The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Charles Tod Singleton, Jr. (NSN: 0-60262), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff on the Staff of Commander Naval Forces, Far East, from 13 June 1953 to 2 August 1954. Throughout this period, Captain Singleton effectively supervised, coordinated and directed the various departments of the Staff in all matters pertaining to the organization, operation and administration of the command. Displaying exceptional skill and judgment during the closing phase of hostilities in Korea, he keenly appraised the crucial situations confronting the naval forces and greatly assisted in carrying out the essential staff work. Immediately following the signing of the truce agreement, he worked untiringly to explore every avenue of application, advising, counseling, and directing the staff efforts toward a successful achievement in implementing the armistice. A capable and resourceful officer, he established and maintained liaison with other branches of the military service and with civilian agencies in the Far East, obtaining complete support and cooperation from all those with whom he came in contact. By his inspiring leadership, diplomacy and outstanding professional ability, Captain Singleton rendered invaluable assistance to Commander Naval Forces, Far East, in the successful accomplishment of a vital mission. His unswerving devotion to duty throughout was in keeping with the highest traditions of the United States Naval Service.
