The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant William Edward Seipt (NSN: 0-72481), United States Navy, for conspicuous gallantry and intrepidity in action as Communications Officer on the staff of the Commander Cruisers, Task Force SIXTEEN, United States Pacific Fleet, during the period from 4 July 1942 to 14 January 1943. During this period while serving in a position of definite responsibility as Communications Officer in various flagships in advanced combat areas, he was under enemy fire on many occasions. At all times he contributed much by his knowledge, efficiency, loyalty, and coolness under fire, to the success of the many actions in which he took part. His conduct at all times was in keeping with the highest traditions of the United States Naval Service.
