The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Spencer Everett Robbins, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Manager, Ship Air Systems Integration Project, Naval Material Command, from November 1970 through June 1972. Exercising a high degree of professionalism, leadership and managerial skill, Captain Robbins organized, coordinated and supervised the planning, execution, and appraisal of the five major programs of the Ship and Air Systems Integration Project, consisting of the Light Airborne Multi-Purpose System, the Airborne Mine Countermeasures Program, the Interim Sea Control Ship, the Future Sea Control Ship, and the Helicopter Sensor Development Program. By his exemplary performance of duty, Captain Robbins contributed significantly to the mission accomplishment of the Naval Material Command and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Spencer Everett Robbins, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from September 1962 to August 1965, as Director of Congressional Investigations, Office of Legislative Affairs, Department of the Navy. A highly skilled negotiator and diplomat, Captain Robbins has been eminently successful in carrying out his responsibilities throughout this period. He has set lasting patters for future aircraft development investigations in work directly related to the TFX contract, and has at all times earned the confidence and respect of co-workers and members of the highest echelons within the Department of Defense, the Congress, and American industry. His articulate and courageous analyses have been especially effective in sensitive and classified matters vital to the security of the United States. Captain Robbins’ professional integrity, leadership and tireless devotion to duty reflect great credit upon himself and the United States Naval Service.

Commander in Chief Atlantic: Serial 00483 (April 4, 1943)The President of the United States of America takes pleasure in presenting the Silver Star to Ensign Spencer Everett Robbins, United States Navy, for conspicuous gallantry and intrepidity while serving aboard the U.S.S. BERNADOU (DD-153), during the assault on and occupation of French Morocco, from 8 to 11 November 1942. When the BERNADOU entered the harbor of Safi under cover of darkness to land Army assault troops, Ensign Robbins, with complete disregard for his own personal safety, assumed command of a volunteer landing party whose purpose was to inspect the docks and take charge of any shipping which might be present. Despite sniping attacks and unknown dangers, Ensign Robbins fearlessly carried out his hazardous mission with outstanding professional skill and excellent judgment. His cool courage and unfailing devotion to duty under extremely adverse conditions were in keeping with the highest traditions of the United States Naval Service.
