The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Aircrew Survival Equjpmentman Frank B. Kaparic, Jr., United States Navy, for heroism while serving as security guard at the Apollo 16 deactivation site, Naval Air Station, North Island, San Diego, California. On 7 May 1972, during the Apollo 16 deactivation procedure, an explosion of considerable magnitude occurred injuring several people, causing extensive destruction and damage, and releasing a cloud of toxic gases. Although Airman Kaparic was nearly knocked down by the explosion, he expeditiously radioed for help which required him to leave the building. While outside the building, he effectively turned away a group of approximately 150 visiting Sea Cadets who were running toward the explosion site, thereby preventing further casualties. He then courageously and with utter disregard for his own safety went back into the gas-filled building and assisted other victims of the explosion until he was overcome by gas inhalation. His aggressive and unselfish spirit inspired all who observed him and contributed significantly to the rescue effort. By his courage, initiative and selfless devotion to duty, Airman Kaparic upheld the highest traditions of the United States Naval Service.
