The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star (Army Award) to Lieutenant (MC) James F. Regan, United States Naval Reserve, for gallantry in action on New Georgia in July 1943, while serving as Commanding Officer of a Navy medical detachment serving with a Marine Raider Battalion. Lieutenant Regan directed and aided in the evacuation of more than 200 casualties, including 72 stretcher cases, from areas covered by enemy fire during the period from 8 July to 21 July 1943. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
