    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Robert Daniel Quinn (NSN: 0-85036), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 14 July 1966 to 25 August 1967, as Assistant Chief of Staff for Plans to the Commander in Chief U.S. Pacific Fleet. During this period, Captain Quinn, through his broad perceptiveness and thorough understanding of naval planning, was instrumental in directing the rapid and effective response of the Plans Division of the staff in meeting the challenges posed by the accelerated operations of the United States Pacific Fleet. Among the many significant achievements accomplished under his supervision and guidance were change of command relations and missions which made Commander Anti-Submarine Warfare Force, Pacific an Operational Commander responsive to the strategic ASW threat in the Pacific Fleet; the planning and formulation of requirements for the Commander in Chief United States Pacific Fleet forces of Southeast Asia Force Deployment Program through Program FOUR; and the delineation of all actions required in the determination of the Commander in Chief’s requirements for force deployments to Southeast Asia in order to counter the threat imposed by continuing and increasing North Vietnam support of the conflict in Southeast Asia. Executing his difficult and complex duties with skill and efficiency, Captain Quinn served to inspire all persons with whom he came in contact. His outstanding leadership, sound judgment and loyal devotion to duty reflect great credit upon himself and the United States Naval Service.

    Commander in Chief Pacific: Serial 01892 (May 14, 1944)

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Robert Daniel Quinn (NSN: 0-85036), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Gunnery Officer and Torpedo Data Computer Operator of the U.S.S. TUNNY (SS-282) during World War II. He distinguished himself conspicuously during the first three War Patrols of the U.S.S. TUNNY during which that Submarine was credited with sinking or damaging over 97,000 tons of Japanese shipping. His conduct was in keeping with the highest traditions of the United States Naval Service.

    Commander Submarine Forces Pacific: Serial 02167 (August 31, 1945)

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Robert Daniel Quinn (NSN: 0-85036), United States Navy, for conspicuous gallantry and intrepidity as Torpedo Data Computer Operator of the U.S.S. TUNNY (SS-282), during the NINTH War Patrol of that Submarine in the southeast section of the Japan Sea along the coast of Honshu from 11 May to 4 July 1945. Expertly handling fire control equipment and operating the torpedo data computer, Lieutenant Commander Quinn rendered invaluable assistance to his Commanding Officer in penetrating strong anti-submarine barriers to complete a special mission despite severe enemy countermeasures. His skill and devotion to duty throughout this period were in keeping with the highest traditions of the United States Naval Service.
