    The President of the United States of America takes pleasure in presenting the Silver Star to Commander (MC) Emil E. Napp, United States Naval Reserve, for gallantry in action as a Medical Officer while accompanying assault troops of the FIRST Marine Division during the occupation of Cape Gloucester, 26 December 1943. Commander Napp repeatedly risked his life in order to care for injured personnel and supervise their evacuation to battle aid stations, once administering aid to a wounded Marine while pinned down by sniper fire. By his keen foresight and outstanding skill, he contributed to the saving of many lives. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Commander (MC) Emil E. Napp, United States Navy, for heroic conduct as Regimental Surgeon in the FIRST Marine Division at Guadalcanal. Lieutenant Commander Napp repeatedly exposed himself to terrific fire in order to evacuate wounded comrades. On the night of 13 – 14 October 1942, he voluntarily abandoned his shelter at the height of a bombardment and worked his way through an intense barrage to give medical aid to the injured.
