The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Ralph Henning Moureau (NSN: 0-60465), United States Navy, for conspicuous gallantry and intrepidity while serving as Engineer and Damage Control Officer aboard the U.S.S. BAILEY (DD-492), during a battle in the Komandorski Island Area on 26 March 1943. When his ship was severely damaged by heavy gunfire during a three and one-half hour battle with a superior enemy force, Lieutenant Moureau skillfully directed his men in prompt, efficient repair work. His inspiring leadership and heroic devotion to duty of the men in his command, which enabled the BAILEY to withdraw and join her own forces, were in keeping with the highest traditions of the United States Naval Service.
