The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Charles Cushman Morgan (NSN: 0-72596), United States Navy, for conspicuous gallantry and intrepidity in action as Commanding Officer of the U.S.S. TALBOT (DD-114) during operations against enemy Japanese-held New Georgia Island, Solomon Islands, on 25 June 1943. In the face of heavy enemy fire, Lieutenant Commander Morgan assisted in transporting troops and supplies in advance of the main attack against the island in order to secure a beachhead in this vital area. With extreme courage and outstanding seamanship, he carried out this dangerous mission at a time and place which permitted no naval support, bringing his ship through enemy-infested waters without loss or damage. His superb leadership and unswerving devotion to duty were an inspiration to his command and were in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander [then Lieutenant Commander] Charles Cushman Morgan (NSN: 0-72596), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. TALBOT (DD-114), a Destroyer Transport operating in the Solomon Islands Area from 13 July to 21 November 1943. Despite the difficulties imposed by the age of his ship and the navigation of unfamiliar and poorly charted waters while under persistent, severe attack by all weapons of the enemy, Commander Morgan skillfully directed the activities of his vessel in transporting and landing troops and supplies during operations against New Georgia, Vella Lavella, Treasury and Bougainville Islands. In addition, he carried out hazardous escort and reconnaissance missions and participated in the bombardment of hostile installations. By his expert tactical leadership and sound judgment in the face of extremely perilous conditions, Commander Morgan contributed materially to the success of the vital campaigns in these areas.
