The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Charles Cushman Morgan (NSN: 0-72596), United States Navy, for conspicuous gallantry and intrepidity in action as Commanding Officer of the U.S.S. TALBOT (DD-114) during operations against enemy Japanese-held New Georgia Island, Solomon Islands, on 25 June 1943. In the face of heavy enemy fire, Lieutenant Commander Morgan assisted in transporting troops and supplies in advance of the main attack against the island in order to secure a beachhead in this vital area. With extreme courage and outstanding seamanship, he carried out this dangerous mission at a time and place which permitted no naval support, bringing his ship through enemy-infested waters without loss or damage. His superb leadership and unswerving devotion to duty were an inspiration to his command and were in keeping with the highest traditions of the United States Naval Service.
