The President of the United States of America takes pleasure in presenting the Silver Star to Commander Glenn Harold Montgomery, United States Navy, for conspicuous gallantry and intrepidity in action against Iraq while serving as Commanding Officer, U.S.S. CURTS (FFG-38) from 17 January 1991 to 7 February 1991. While operating in the extreme Northern Arabian Gulf in direct support of Operation DESERT STORM, Commander Montgomery displayed extraordinary fighting spirit and leadership. On 24 January, he was tasked to conduct operations against enemy vessels operating near Qaruh Island held by enemy forces. While destroying two Iraqi surface vessels in the vicinity, Commander Montgomery saw the opportunity to capture the island. Seizing the initiative and quickly organizing his forces, he captured the island and its garrison. This operation marked the first Kuwaiti soil retaken by coalition forces and yielded 51 enemy prisoners of war. The documents and charts retrieved during this operation provided coalition forces with the first confirmation of Iraqi mine placement along the Kuwaiti coast. During the 30 January Battle of Bubiyan Island, Commander Montgomery provided support to eleven different coalition force helicopters. CURTS’ ability to support these extraordinary operations was crucial to the success of the decisive naval engagement of the war. None of the operations he conducted resulted in damage or loss of life to U.S. forces. Commander Montgomery’s daring actions, aggressive leadership, and loyal devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
