    The President of the United States of America takes pleasure in presenting the Silver Star to Commander Joseph Aloysius McGoldrick (NSN: 0-71328), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy in the Okinawa area during the period 1 April to 24 June 1945, while serving as Commanding Officer of the U.S.S. ROOKS (DD-804). In conducting fire support and screening assignments during this operation, his ship wreaked considerable damage upon the enemy while under constant threat of and frequently under actual attack by enemy aircraft, suicide boats, submarines and shore batteries. The high degree of professional skill with which he handled his ship materially contributed to the success of the operation. His courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
