The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Allan Edouard May (NSN: 0-165411), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States July 1968 to October 1970 while serving as Commander Oceanographic System Atlantic. Displaying outstanding leadership, management ability and resourcefulness, Captain May successfully directed the widespread operations of the Atlantic Oceanographic System during the period of considerable growth and improvement. Through his exceptional planning and application of a comprehensive technical knowledge, Captain May was responsible for greatly improved classified oceanographic systems and techniques of great importance to the security of the United States. As an international representative of the United States Navy, Captain May’s exceptional tact and diplomacy in coordinating sensitive matters with foreign governments greatly enhanced relationships between these countries and the United States. By his outstanding accomplishments and inspiring devotion to duty, Captain May upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Allan Edouard May (NSN: 0-165411), United States Navy, for conspicuous gallantry and intrepidity as Assistant Torpedo Data Computer Operator of the U.S.S. SNOOK (SS-279), during the SEVENTH War Patrol of that Submarine in enemy Japanese-controlled waters, from 6 September to 18 November 1944. Exercising skill and judgment in coordination of important information, Lieutenant May rendered invaluable assistance to his Commanding Officer in launching repeated torpedo attacks to sink three enemy ships totaling over 22,000 tons and to inflict damage on two additional hostile vessels totaling over 9,000 tons. By his leadership and devotion to duty throughout, Lieutenant May contributed materially to the success of his vessel in evading severe enemy countermeasures and upheld the highest traditions of the United States Naval Service.
