The President of the United States of America takes pleasure in presenting the Silver Star to Captain [then Commander] Mitchell Dudley Matthews (NSN: 0-61527), United States Navy, for conspicuous gallantry and intrepidity in action as Commanding Officer of the U.S.S. BUTLER (DD-636), attached to the Area Screen of the Naval Western Task Force, during sustained operations against the enemy in the Bay of Seine, France, from 7 June to 4 July 1944. Courageously performing his mission as part of the Area Screen, Captain Matthews protected vessels in the Western Task Force Area from German surface forces and submarines and assisted in the protection against aircraft. His professional skill and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
