    The President of the United States of America takes pleasure in presenting the Silver Star to Pharmacist’s Mate Third Class Robert Milton Lugg, United States Naval Reserve, for conspicuous gallantry and intrepidity while serving as a Medical Corpsman with Company A, First Battalion, Seventh Marines, FIRST Marine Division, in action against enemy Japanese forces on 16 September 1944. Observing a wounded Marine lying very close to a Japanese pillbox, Pharmacist’s Mate Third Class Lugg, on his own initiative, advanced to treat the casualty despite intense machine gun and rifle fire. Seriously wounded while administering first aid, he continued medical treatment and transported the casualty to a place of safety behind friendly lines. Refusing medical aid for himself, he remained several hours by the side of the wounded man he had rescued in a vain effort to save his life and, when further treatment was useless, agreed to retire and obtain medication for himself. After receiving medical treatment, he remained on duty until a second wound at a later date caused his evacuation. His initiative in voluntarily risking his life to save another and his skill and courageous devotion to duty reflect great credit upon Pharmacist’s Mate Third Class Lugg and the United States Naval Service.
