The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Willard Harold Long (NSN: 0-109887), United States Navy, for gallantry and intrepidity in action during a most successful and aggressive Submarine War Patrol in enemy-controlled waters. His courage and steadiness in the face of enemy counter-measures and several surface gun engagements, were an example to the crew of his submarine. His coolness, skill, and intelligence in the operation of the Torpedo Data Computer, his indefatigable perseverance at drilling himself on fire control problems, and his quick, accurate analysis of them, were instrumental in inflicting heavy damage on the enemy merchant ships, totaling over 44,000 tons. His conduct was at all times in keeping with the highest traditions of the United States Naval Service.
