The President of the United States of America takes pleasure in presenting the Silver Star to Commander Charles Melville Keyes (NSN: 0-71572), United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. WILLIAM D. PORTER (DD-579), during assault operations against enemy Japanese forces on Okinawa from 1 May to 10 June 1945. While his ship was operating as a fighter director during radar picket duty, Commander Keyes directed the fire of his vessel’s guns in destroying several attacking hostile suicide planes. Later, when his vessel was struck and severely damaged, he remained on board to direct the evacuation of all personnel before leaving the sinking ship. By his excellent leadership and gallant devotion to duty, Commander Keyes upheld the highest traditions of the United States Naval Service.
