The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Ralph Clarence Johnson (NSN: 0-71423), United States Navy, for exceptionally meritorious service from September 1963 to April 1966, while serving with the Defense Atomic Support Agency successively as Deputy Chief, Navy Headquarters, Defense Atomic Support Agency, in Washington, D.C.; and as Commander Field Command, Defense Atomic Support Agency, Sandia Base, Albuquerque, New Mexico. Almost every phase of the national nuclear weapons program has felt the impact of Admiral Johnson’s exceptional efforts and personality. His aggressive promotion of a policy of maximum support to the Service and national agencies resulted in a unified, coordinated advancement in the development and distribution of nuclear weapons and materiel. Consistently demonstrating outstanding fiscal and manpower management ability, he instituted improvement projects from which substantial monetary and personnel savings will accrue. Additionally, Admiral Johnson’s dynamic participation in civic and military relationships fostered a highly favorable climate of understanding and cooperation between local officials and the military community. His distinguished and inspiring performance of duty reflects great credit upon himself and the United States Naval Service.
