The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Enders Phillip Huey (NSN: 0-100295), United States Navy, for exceptionally meritorious conduct in the performance of outstanding service as Commander, Naval Training Center, Orlando, Florida, from January 1968 through June 1971. An extremely resourceful and conscientious leader, Captain Huey was responsible for the effective and efficient establishment and orderly expansion of a major naval training facility. He has been exceptionally successful in coordinating and directing the limited manpower and resources available, in order to provide maximum training support to the fleet and shore establishment. In all of his endeavors, Captain Huey gained the understanding, cooperation and support of the local community and state leaders through his willingness to heartily support and participate in community projects. Throughout, he has displayed a rare combination of initiative and understanding in dealing with the complexities of his demanding position, thereby enabling his command to function harmoniously, efficiently, and smoothly and to earn a reputation as the “Training Showplace of the Navy.” Captain Huey’s outstanding leadership, superb judgment, and inspiring devotion to duty were in keeping with the highest traditions of the United States Naval Service.
