The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit with Combat “V” to Commander Edwin Harvey Headland (NSN: 0-75074), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander of a United States Atlantic Fleet Anti-Submarine Task Group while engaged in offensive action against the enemy on 19 April 1945. The group displayed outstanding teamwork and coordination in carrying out an effective and persistent search that finally located the enemy. Under his continued supervision ships of the group participated in a series of coordinated attacks which resulted in the destruction of the submarine as evidenced by a large quantity of oil and debris brought to the surface by depth charge attack. The skill, initiative and foresight displayed by Commander Headland in directing the forces under his command in an operation which resulted in the destruction of an enemy submarine reflect great credit upon himself and the United States Naval Service.
