The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander (MC) James T. Fuller, United States Navy, for conspicuous gallantry and intrepidity in action on November 1, 1942, while serving as a Medical Officer attached to the SEVENTH Air Force, U.S. Army, in the Pacific War Area. Lieutenant Commander Fuller was base surgeon at a remote base in the Pacific area from which a unit of the Army Air Forces was operating against the area. On the morning of 1 November 1942 this base was twice heavily attacked from the air by the enemy, causing Army casualties. Lieutenant Commander Fuller, with utter disregard for his own safety, proceeded to evacuate the wounded to places of security where they could be given proper treatment. His coolness and courage under bombardment was an inspiration to those around him. His prompt and correct action was performed with such a high degree of professional skill that the fatalities were reduced to a minimum. His actions brought great credit to the Naval Medical Corps.
