The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain James Morris Faddis (NSN: 0-38953), United States Navy, for exceptionally meritorious conduct in the performance of outstanding service as Director, Military Assistance Program Directorate, United States Military Assistance Command, Thailand/Joint United States Military Advisory Group, Thailand, from June 1971 to June 1974. Captain Faddis’ outstanding professionalism, initiative and imaginative skills contributed significantly toward establishing a viable and workable military assistance program for Thailand. This was accomplished in light of the many difficulties encountered, such as operating one entire fiscal year under Continuing Resolution Authority, receipt of funds half-way through the fiscal year, and a drastic reduction in funds. His superb in-depth knowledge and meticulous attention to detail were of inestimable value during frequent adjustments to Thailand’s Military Assistance Plans and Programs. Captain Faddis demonstrated a keen diplomatic ability while explaining the uncertainty of funds and the declining military assistance funds to his Thai counterparts. His outstanding achievements and sincere devotion to duty were in keeping with the highest traditions of the United States Naval Service.
