The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Philip Frederick Eckert (NSN: 0-85151), United States Navy, for gallantry and intrepidity in action as Assistant Approach Officer aboard the U.S.S. SEA ROBIN (SS-407), during the SECOND War Patrol of that submarine during the period 24 February 1945 to 29 April 1945, in enemy controlled waters off Singapore. His excellent judgment and thorough knowledge of attack problems assisted his Commanding Officer considerably while conducting successful gun and torpedo assaults against heavily escorted enemy convoys which resulted in sinking enemy ships totaling approximately 16,000 tons. His conduct throughout was an inspiration to his officers and men, and was in keeping with the highest traditions of the United States Naval Service.
