The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Naval Shore Activities, United States Atlantic Fleet (COMNAVSHORLANT); Director, Shore Activities Readiness; and Inspector General for the Commander in Chief, United States Atlantic Fleet from March 1993 to July 1994. Through his exceptional leadership and superb professional skills, Rear Admiral Delaney spearheaded the development and standup of COMNAVSHORLANT, overseeing 27 shorebased commands with a replacement value of $16 billion and an annual operating and construction budget of approximately $800 million. He actively interfaced with all Atlantic Fleet shore station commanding officers and identified their specific concerns and developed actions to resolve their funding, quality of life issues, and deficiencies. As Chairman of the Finance Committee; Morale, Welfare, and Recreation and Navy Exchange Board of Directors, Rear Admiral Delaney actively and effectively resolved the revenue assessment system issue for presentation to the Board. He used his knowledge and experience of Total Quality Leadership to maximize the Inspector General (IG) inspections by changing the IG inspection process format to Total Quality Visits. By his outstanding leadership, commendable innovation, and inspiring dedication to duty, Rear Admiral Delaney reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
