The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, Naval Air Station, Jacksonville, Florida from June 1989 through August 1991. Captain Delaney consistently displayed total quality leadership, an infectious, charismatic spirit, and deeply ingrained care and concern for his personnel. He skillfully melded the diverse talents of almost 20,000 Air Station military and civilian personnel and introduced imaginative and innovative management actions that greatly increased the creativity and productivity of the Station work force. Generating $13.3 million in one-time savings and over $2.1 million in annual savings, Captain Delaney simultaneously enhanced the quality of life for all personnel and improved the profitability of morale, welfare and recreation programs by 107 percent during his tenure. Utilizing a unique “Treat Everyone as Myself (TEAM)” approach, he infused conviction , spirit, and direction into all Air Station personnel, resulting in Naval Air Station, Jacksonville earning the Commander in Chief’s Installation Excellence Award for 1990. Captain Delaney’s inspirational leadership, foresighted imagination, and loyal devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
