The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, Naval Air Station, Jacksonville, Florida from June 1989 through August 1991. Captain Delaney consistently displayed total quality leadership, an infectious, charismatic spirit, and deeply ingrained care and concern for his personnel. He skillfully melded the diverse talents of almost 20,000 Air Station military and civilian personnel and introduced imaginative and innovative management actions that greatly increased the creativity and productivity of the Station work force. Generating $13.3 million in one-time savings and over $2.1 million in annual savings, Captain Delaney simultaneously enhanced the quality of life for all personnel and improved the profitability of morale, welfare and recreation programs by 107 percent during his tenure. Utilizing a unique “Treat Everyone as Myself (TEAM)” approach, he infused conviction , spirit, and direction into all Air Station personnel, resulting in Naval Air Station, Jacksonville earning the Commander in Chief’s Installation Excellence Award for 1990. Captain Delaney’s inspirational leadership, foresighted imagination, and loyal devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

Rear Admiral Delaney distinguished himself through farsighted process improvement while coordinating the complex administrative, personnel, fiscal, and operational requirements for 17 major commands. The considerable efficiencies realized and monetary savings gained through initiatives associated with the Fleet Complex Analysis Study and Reinvention Laboratory were recognized by receipt of the prestigious National Performance Review Hammer Award. A brilliant visionary, he built solid and ambitious professional partnerships with local community agencies, private industry, and other governmental agencies that underpinned lasting cooperative ventures, including a Jacksonville water reuse utility initiative at Cecil Field. As Regional Environmental Coordinator, Rear Admiral Delaney has been an exceptional steward of natural resources while ensuring the Navy was on the leading edge of environmental compliance in eight southeastern states. Rear Admiral Delaney’s superb leadership skills, distinctive achievements, and unselfish devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for conspicuous gallantry and intrepidity in action on 12 November 1970 as pilot of a helicopter in Helicopter Attack (Light) Squadron THREE during operations against enemy forces in the Republic of Vietnam. In response for an urgent request for air support from the Kien An Navy Base which was under sustained enemy mortar attack, Lieutenant, Junior Grade, Delaney and his fire team scrambled and proceeded to the target area. Upon arrival, the aircraft were informed that several sailors had been critically wounded and that their immediate medical evacuation was a matter of life or death, Lieutenant, Junior Grade, Delaney covered the lead ship as it picked up some of the wounded casualties. He was then requested to evacuate the remaining three critically wounded sailors. By this time a storm had engulfed the base and visibility was reduced to zero in the driving rain, fog, and total darkness. Nevertheless, Lieutenant, Junior Grade, Delaney succeeded, after two passes under heavy sniper fire, in locating the narrow wooden pier from which the casualties were to be evacuated. After embarking the wounded men, and still receiving sniper fire, he made an instrument takeoff with valuable flight instruments inoperative and the plane critically low on fuel. For several minutes he flew in the fog and rain without visual reference until a break in the storm permitted him to make an emergency landing from which he then proceeded to Rach Gia where he delivered the casualties to a waiting ambulance. By his outstanding airmanship, courage under fire, and inspiring dedication, Lieutenant, Junior Grade, Delaney upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Naval Shore Activities, United States Atlantic Fleet (COMNAVSHORLANT); Director, Shore Activities Readiness; and Inspector General for the Commander in Chief, United States Atlantic Fleet from March 1993 to July 1994. Through his exceptional leadership and superb professional skills, Rear Admiral Delaney spearheaded the development and standup of COMNAVSHORLANT, overseeing 27 shorebased commands with a replacement value of $16 billion and an annual operating and construction budget of approximately $800 million. He actively interfaced with all Atlantic Fleet shore station commanding officers and identified their specific concerns and developed actions to resolve their funding, quality of life issues, and deficiencies. As Chairman of the Finance Committee; Morale, Welfare, and Recreation and Navy Exchange Board of Directors, Rear Admiral Delaney actively and effectively resolved the revenue assessment system issue for presentation to the Board. He used his knowledge and experience of Total Quality Leadership to maximize the Inspector General (IG) inspections by changing the IG inspection process format to Total Quality Visits. By his outstanding leadership, commendable innovation, and inspiring dedication to duty, Rear Admiral Delaney reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Kevin Francis Delaney (NSN: 0-731477/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director, Shore Installation Management Division, Chief of Naval Operations (N46), Washington, D.C. from July 1994 to May 1995. Rear Admiral Delaney’s clear vision, decisive leadership, and flawless management were the principal factors in the rapid standup and formative successes of this new division. A constant and dedicated advocate for the Installation Commander, he implemented a series of initiatives to bring improved business practices and management tools to the task of the base management. His personal regard for the welfare of Navy personnel and families was evident in his unfailing pursuit of improved Quality of Life programs, including funding increases of nearly $500 million. His clearly articulated goals – consistent and integrated policy; practical management tools; adequate and rationally distributed resources; responsible, informed oversight – will guide the future of shore installation management for the foreseeable future.
