The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Samuel Richard Chessman (NSN: 0-521324/1310), United States Navy, for heroism and extraordinary achievement in aerial flight as Pilot of a Fighter Plane in Fighter Squadron FIFTY-THREE (VF-53), based on board the U.S.S. ESSEX (CV-9), during operations against enemy aggressor forces in Korea, on 4 September 1951. Flying as Wingman during a close air support mission, Lieutenant, Junior Grade, Chessman carried out repeated bombing, strafing and napalm attacks at tree-top level against enemy troop concentrations and gun positions in the face of intense and accurate hostile anti-aircraft and small-arms fire, greatly aiding his flight and friendly ground forces in killing an estimated 500 enemy troops. By his expert airmanship, outstanding courage and unswerving devotion to duty, Lieutenant, Junior Grade, Chessman contributed materially to the success of friendly ground forces in seizing their objectives and upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Commander Samuel Richard Chessman (NSN: 0-521324/1310), United States Navy, for conspicuous gallantry and intrepidity in action while serving as Executive Officer of Attack Squadron ONE HUNDRED NINETY-FIVE (VA-195), embarked in U.S.S. TICONDEROGA (CVA-14). On 20 April 1967, Commander Chessman brilliantly planned and flawlessly executed a successful attack against the Haiphong Thermal Power Plant, East. Commander Chessman and his strike group were subjected to intense anti-aircraft fire. The additional threat of enemy surface-to-air missiles from numerous sites completely surround the target, and high performance fighter aircraft from fields within 50 miles existed. In spite of concentrated and formidable opposition and an undercast making navigation difficult, Commander Chessman led the strike group to the target intact. After inflicting heavy damage to the enemy, he subsequently directed the placement of ordnance by the following elements of his group, ensuring maximum effectiveness of the mission. The soundness of the plan conceived and executed by Commander Chessman is attested to by the fact that he executed the hazardous approach, attack and retirement of the strike group without a loss of a single aircraft. By his gallant example, inspiring leadership, intrepid airmanship and steadfast devotion to duty in the face of grave personal danger, Commander Chessman upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Commander Samuel Richard Chessman (NSN: 0-521324/1310), United States Navy, for heroism and extraordinary achievement while participating in aerial flight while serving as Commanding Officer of Attack Squadron ONE HUNDRED NINETY-FIVE (VA-195), embarked in U.S.S. TICONDEROGA (CVA-14). On 8 May 1968, Commander Chessman meticulously planned, briefed and led a ten-plane strike on the very heavily defended and strategically important Xom Trung Hoa Barracks Northwest. Under Commander Chessman’s inspiring leadership, the strike was brilliantly executed and, despite heavy anti-aircraft resistance, resulted in extensive damage and numerous impressive secondary explosions. This first probing strike led the way and marked the area for a succession of strikes for the next three days. Commander Chessman’s exceptional flight leadership and professional competence inspired those under him to achieve maximum destruction of the assigned target. His daring and courage were in keeping with the highest traditions of the United States Naval Service.
