The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit with Combat “V” to Captain (MC) Carl A. Broaddus (NSN: 0-12339), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Medical Officer on the Staff of Commander Scouting Force and Commander of a Task Force from 1 February 1941 to 1 July 1942. He was tireless in developing instructions for the Medical Departments of combatant vessels and attack transports. By lectures, written instructions, and personal visits, he aroused a keen interest in the subject and helped to prepare both line and medical personnel for the harsh realities of war. After the outbreak of hostilities, he was continuously at sea with a Task Force for prolonged periods and participated in various operations in the Pacific in the early days of the war. During this time, by example and precept, he taught officers and men to keep healthy and cheerful despite tropical discomfort and long periods at sea. He also aided the Marines in developing and understanding the medical phases of landing operations. His conduct was at all times in keeping with the highest traditions of the United States Naval Service. (Captain Broaddus is authorized to wear the Combat “V”.)
