    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander [then Lieutenant] James Hills Barnard, II (NSN: 0-77112), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy on 26 April 1942, as Officer of the Deck of the U.S.S. TAUTOG (SS-199), during the SECOND War Patrol of that Submarine in enemy controlled waters. Lieutenant Commander Barnard promptly and skillfully maneuvered his ship to avoid an attack by an enemy submarine. Moreover, he immediately launched an attack which probably destroyed the enemy. His bearing and leadership in combat was in keeping with the highest traditions of the United States Naval Service.
